Why Shek Kwu Chau Exists: Reclaiming Lives from Addiction
Substance abuse is often fought in isolation. Since 1961, the Society for the Aid and Rehabilitation of Drug Abusers (SARDA) has operated the Shek Kwu Chau Treatment and Rehabilitation Centre on a restricted island off-limits to the general public since 1963.
The center exists for a singular mission: to offer male substance abusers a voluntary, sanctuary-like environment for medical detoxification, psychological recovery, and vocational training. From traditional narcotics to modern synthetic substances, the center supports residents in rebuilding their physical health and self-worth so they can successfully re-enter society.
Rotary’s Role: Bridging Isolation with Action
Rotary serves as a vital bridge between isolated communities and wider society. Acting as a "second booster" to official government anti-drug campaigns, Rotarians build personal, empathetic connections that destigmatize recovery.
On July 12, 2026, a delegation from eight Rotary clubs—including the Rotary Club of Richmond Sunset, marking our first hands-on service project in Hong Kong in our club’s 28-year history—journeyed to the island.
Rotary’s role encompassed:
Creating Shared Experiences: Hosting a live World Cup watch party (Argentina vs. Switzerland) complete with sponsored meals and refreshments.
Providing Resources: Gifting custom athletic wear emblazoned with Rotary's core value, "Service Above Self," and awarding trophies for the friendly match.
Promoting Economic Dignity: Touring the island's self-sustaining aquaponics farm and vocational workshops (carpentry, plumbing, culinary arts) to champion accredited job training for residents.
A Voice of Resilience: The Visiting Speaker’s Message
A pivotal moment of the visit featured a guest talk by a former Hong Kong youth national team (U22) football player. He shared his personal story of sustaining a severe, career-threatening shoulder dislocation during an intense match and the agonizing recovery process that followed.
"I thought my career was over. But through basic fundamentals, relentless training, and mental grit, I made it back to the pitch. To anyone fighting their own battle: never give up on life! No matter how tough the obstacle, if you keep pressing forward, you will find light on the other side."
His message struck a deep chord with residents navigating their own journey of recovery.
Human Impact: Who Benefits and How?
Direct Reach & Scale
Approximately 50 recovering residents actively participated throughout the day, representing the broader population of hundreds undergoing residential rehabilitation on the island.
Restoring Dignity & Social Connection
During the afternoon football match, labels vanished entirely. Playing side-by-side with Rotarians gave residents a genuine sense of equality, camaraderie, and social acceptance. Being seen as teammates rather than statistics provided a powerful boost to their morale.
Finding Inspiration in Recovery
Hearing the guest speaker’s journey of overcoming a traumatic, career-altering physical injury allowed residents to reframe their own recovery. His story served as living proof that setbacks—no matter how severe—do not define a person's future if they maintain the determination to push forward.
Unbreakable Partnerships
By integrating health advocacy, anti-drug education, peacebuilding, and economic empowerment, this project touched on 5 of Rotary International’s 7 Areas of Focus.
As our delegation departed Shek Kwu Chau, the shared sentiment was clear: when we show up with open hearts and active hands, we don't just deliver a project—we help restore human dignity.
